Greens want bio diversity parks (BDP) issue resolved

PUNE: The Green Pune Movement (GPM) on Wednesday submitted its suggestions and objections to the Development Plan (DP) of 23 merged villages with a letter of support from over 9,000 citizens who want the Biodiversity Parks (BDP) issue should be settled on priority.

GPM member Satish Khot said a letter with signatures of 9,349 citizens was submitted to state deputy director of town planning and demanded an individual hearing by the government. "We strongly object to the sanctioning of the DP which is delayed by more than seven years and further to sanctioning it in a piecemeal fashion. The entire approach of clearing the DP by keeping the BDP issue in abeyance is highly objectionable. The proposed substantial changes to DP, other than BDP reservations, should not be effected without settling the BDP issue in the adjoining areas," said the letter.

"We as citizens do not understand the strategy of Government of Maharashtra in clearing BDP (ref. Sr.no.5) apart from one area of BDP to be converted to residential zone, the major BDP area (Sr. no. 4) being kept in abeyance. We also object to the substantial changes made since these are of converting garden reservations to residential zones. We also object to substantial changes sought, without providing rationale for recommending these changes," said the letter.

GPM member Anita Benninger -Gokhale said, "Protection of our natural heritage, mitigation of our carbon footprint, carbon and sequestration by promoting creation of BDPs on hills, restoration of the Bio Diversity and Riparian flora and fauna are integral parts of the Green DP."

The GPM also opposed reservations which have resulted in the deletion of several civic amenities. A few reservations which have been thrown open for residential constructions comprise land reserved for public gardens, access roads, gardens, playgrounds and market ottas. In December 2011 the state cleared the DP and in May 2012 issued a public notification about the proposed changes for which it had invited suggestions and objections from people.

PROPOSED MODIFICATIONS/CHANGES IN DP

All land shown for bio-technology and agro-business zone, from sector 2 to 10, should be converted to residential zone

New reservations for park, playground, primary school, vegetable market, shopping centre, dispensary and maternity home and necessary road network. The PMC will be the authority for all new reservations

All land shown for the Town Planning Scheme zone from sector 2 to 10 should be converted to residential zone along with reservations for primary school, vegetable market, etc

Regarding bio-diversity park reservations, the government has appointed an expert committee to study the various aspects and submit their findings to the government

Lands having survey numbers 33 (H Ho 20, 22, 24, 25) of Bavdhan Khurd are proposed to be deleted from the bio-diversity park reservation and be included in public/semi-public zone. The remaining part of survey number 33 is proposed to be retained in the proposal as per plan.

Area of nullah garden in survey number 5 of Bavdhan Khurd is proposed to be deleted from the reservation and to be included in residential zone.

Area of nullah garden in survey number 41, Hadapsar (sector 8), is proposed to be deleted from the reservation and to be included in residential zone.

Extended area of garden in sector 3 is proposed to be deleted and to be included in residential zone.
